Hon. Geraldine R. Ortega highlighted that barangay officials frequently ask how to increase their income during budget hearings. This issue was addressed in City Ordinance No. 2024-38, which authorizes the City Mayor to deputize barangay officials and Tanod members as enforcers of city ordinances, with the use of citation tickets and incentives. Hon. Geralidne R. Ortega requested an update on the implementation of the ordinance, emphasizing that the revenue share from its execution would help increase the barangays’ income.

b. Draft Resolution No. 25-149, Resolution Authorizing the Honorable City Mayor Hermenegildo A. Gualberto to enter into a Memorandum of Agreement (MOA) with the Ilocos Training and Regional Medical Center (ITRMC) and Barangay Dalumpinas Oeste for the provision of Primary Health Care Services (Second Reading)
c. Draft Resolution No. 25-150, Resolution Authorizing the Honorable City Mayor Hermenegildo A. Gualberto to enter into a Memorandum of Agreement (MOA) with the llocos Training and Regional Medical Center (ITRMC) and Dr. Jean Paulene Rivera relative to the Practice-Based Residency Training Program (Second Reading)
d. Draft Resolution No. 25-151, Resolution Adopting the City Health Board Resolution No. 02, Series of 2024, Entitled, “City Health Board Resolution, Adopting the Provincial Health Board Resolution No. 32-2023 Otherwise Known as the DOH Manuals of Procedures on Epidemiology and Event-Based Surveillance and Response (ESR) of 2024 for implementation in the La Union Health Care Provider Network (LU-HCPN); requesting the Sangguniang Panlalawigan to pass an Ordinance to adopt the same” (Second Reading)
e. Draft Resolution No. 25-152, Resolution Adopting the City Health Board Resolution No. 03, Series of 2024, Entitled, “City Health Board Resolution, Adopting the Provincial Health Board Resolution No. 41-2023 Otherwise Known as the Resolution Adopting the Allocation in the Disposition of the Philhealth Konsulta Capitation Fund as Proposed by the Association of Municipal Health Officers of the Philippines (AMHOP-La Union)” (Second Reading)
f. Draft Resolution No. 25-153, Resolution Adopting the City Health Board Resolution No. 04, Series of 2024, Entitled, “City Health Board Resolution Adopting the Provincial Health Board Resolution No. 460-2024, Otherwise Known as the Institutionalizing the National Immunization Program (NIP) Reaching Every Purok (Rep) Strategy in the Province of La Union, Providing Funds Therefor, and for Other Purposes.”
g. Letter of the City Mayor dated February 14, 2025, received on February 21,2025, forwarding Supplemental Budget No. 1 for Calendar Year (CY) 2025 in the amount of Three Million Pesos (PhP3,000,000.00) covering the fund requirement for the Procurement of Steam Boiler with Pipings and Boiler Housing, for review and approval, and certifying to its urgency
h. Letter of the City Mayor dated February 21, 2025, received on February 24,2025, requesting the passage of a resolution of authority to sign and execute an Amendment to the Contract of Loan relative to the provision of truck loan to reflect the reduced interest rate from twelve percent (12%) to six percent (6%) in line with the Legal Opinion of the City Legal Office and City Resolution No. 25-112, and certifying to its urgency
i. Letter of the City Mayor dated and received on February 24, 2025, forwarding the letter of the Administrative Officer V, Public Information Office and Steering Committee Chairperson, 27th Cityhood Foundation Anniversary, requesting the temporary rerouting of traffic on the various roads and dates relative to the conduct of various activities in celebration of the 27th Cityhood Foundation Anniversary, and certifying to its urgency.
