The Sangguniang Panlungsod conducted its Out-of-Hall Session at Tanquigan Elementary School on April 11, 2023 in line with the Smart Engage theme to become the Center of Smart Legislation in Region 1 by 2025.

Barangay Officials of Tanquigan, Narra Este and Narra Oeste also participated in the meeting and were able to directly share the concerns of their respective barangay to the Sanggunian.

As part of the out-of-hall session, activities and services were also provided to accommodate the needs of the barangay such as Libreng Gupit, Feeding Program, Medical Mission and Blood-Typing in partnership with the Provincial Health Office, Green Lectures with Storytelling by the Lupon ng mga Indibidwal na Nangangalaga ng Kalikasan INC. (LINK), and lecture on Gadget Use Awareness for parents.

The City Councilors were also acknowledged during the main program and were called on stage to lead the assembly in an engaging Zumba exercise.

Magic Show with games and prizes was also prepared as entertainment for the pupils who were also provided with school supplies after the show.
